1st violation: just warning notice
2nd violation: penalty (10% of invoice value or KRW 20,000,000, lower amount is charged)
- Revised rules (Effective as of 1st AUG)
1st violation: penalty (10% of invoice value * 50%)
2nd violation: penalty grows heavier (10% of invoice value * 120%)
